The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of contrasting events captured the harsh reality of the current period. By day, political struggles are conducted: hopeful statements are released from various governments. Considerable effort is expended on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capability provided through current data. From observation points, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons flew past – sophisticated military planes delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense engaged: multiple launches fired to intercept a incoming threat. This was a advanced protection mechanism at work, probably delivered by partner states. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to resigned acknowledgment: perhaps the incoming missile won't strike its target this time, sparing the city from ruin and additional electricity failures.

Continuous Dangers

Following this, a large-caliber weapon fired at a drone in the vicinity, part of a rapid response unit – most likely Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its target.

With pauses, this persisted until dawn. Kyiv awoke to the morning news: several casualties, damage and infrastructure problems in numerous residences as a result of the evening attack. As always, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's vital need on external assistance – a need that regional partners are clearly incapable to substitute in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from Washington provoked deep reactions, debate and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new initiative from Washington adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This trend will, certainly, endure.

Strategic Calculations

It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. American leadership works based on a principle understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is impossible to force Russia to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, Washington does little to deter Moscow, through statements or actions, from believing that the situation will not change more in its favour in the coming year.

Conflicting Perspectives

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is close to zero. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing people and territory but averting a complete military breakdown until conditions improve in its favour.

Current Realities

Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are becoming relevant: personal goals to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unworkable, so that their priority does not switch to internal issues. And although their mission will now be significantly challenging after current events, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, current information leaks, all served their function.

While new plans based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
